Greenville Brownfields Redevelopment Project

Following on last year’s economic strategy development, the Greenville Brownfields Redevelopment project has launched, utilizing $600,000 in EPA funds received in the fall of 2020.  This project brings together Greenville area leadership, businesses, and residents to begin the process of redevelopment and reuse of key sites including the Trinity North and Trinity South sites, the Sha-Co industrial site, Main Street sites, and others.  The project includes market analysis, design concepts, environmental assessments, development/financing strategies, and ideas about connecting these sites to key Greenville assets including Thiel College, Riverside Park, the Greenville-Jamestown trail, and Greenville’s historic Main Street.  The Greenville Brownfields Redevelopment Steering Group is collaborating with a consulting team consisting of KU Resources, Gaito and Associates, Stromberg Garrigan and Associates, and KM Date Community Planning.  Public meetings will be held in the fall.

What is the Greenville Brownfields Redevelopment Project?

In the fall of 2020, the Town of Greenville and its partners received a $600,000 grant from the US Environmental Protection Agency. These funds will be used to develop area-wide and site-specific reuse action strategies for redevelopment of key brownfields sites in Greenville and surrounding communities.  Partners in the project include:

  • Town of Greenville

  • Hempfield Township

  • Pymatuning Township

  • Delaware Township

  • Greenville Area Economic Development Corporation (GAEDC)

  • Penn-Northwest Development Corporation

This project builds on previous funding received by the Town to develop an Economic Strategy and conduct assessments of key brownfields properties.  This next step will set the stage for redevelopment to happen and has already leveraged state Blight Remediation funds to begin cleanup of key properties on Main Street and in the downtown.

Who is leading the project?

  • The Town of Greenville is the lead agency, in partnership with others listed above; led by Jasson Urey, Town Manager, and Council’s Strategy Management Team, including Paul Hamill, Jean Carr, and Tracy Biel

  • A consulting team lead by KU Resources, with support from Gaito and Associates, Stromberg Garrigan and Associates, and KM Date Community Planning

  • The Brownfields Redevelopment Project Steering Group, including representatives of businesses, residents, project partners and others – see list below.

What is the schedule?

  • This is a 3-year grant which began in October of 2020 and will go through October of 2023.

o   Year 1:  market analysis, urban design analysis, identification of highest and best use of properties, blight remediation

o   Years 2 and 3:  ongoing brownfields assessment work on sites

o   Years 1 through 3:  outreach to development interests to ensure the final strategy is realistic and will be successful

  • Public and steering group meetings will occur approximately every 3 months during year 1-2, and as needed after that.  Watch this site for updates!

How will this funding be used?

  • Analyze the market in detail for housing, office, industrial, retail, and flex space, and match uses with the best site locations in Greenville

  • Identify potential catalyst sites that will encourage additional positive investment and growth

  • Lay out a vision for the Town’s future with appropriate uses in redevelopment sites and strong connections between Main Street, key properties, Thiel College, the River and River Trails, and Riverside Park

  • Conduct critical brownfields assessments on properties in order to support property owners in positioning them for redevelopment

How is this planning effort different than others we’ve done?

  • This action strategy builds on earlier projects. Greenville’s Boomtown work, economic strategy, and earlier brownfields grant initiatives identified projects, set priorities, and listed specific action steps for the work on this grant. 

  • This project, combined with the blight remediation grant it leveraged, will lay the groundwork for redevelopment: preparing properties for redevelopment, identifying projects that are suitable for sites, and attracting development investment to those sites.

How can citizens and businesses get involved?

  • Attend public meetings when they occur.  A key public meeting will happen in the fall where preliminary reuse strategies and alternatives will be presented.

  • Review the information on this web site, keep up on what’s happening, and reach out to Council members and steering group members with questions and opinions.
